The cupboard under the stairs is not the ideal location for hibernation purposes.

Mine have done this too - not the ones for planting, which are set to chit in the light, but the ones for eating. There's nowhere cool enough to store them at this time of year. But you can just break off the shoots and plant the tubers anyway.
