Hi, I live in South East England (about 30 miles north of London) and have had some success growing various varieties of peppers and chillies in my greenhouse.

I've even managed to grow some this year, despite the weather being really bad for growing.

As your climate is a fair bit warmer than it is over here, I wouldn't be suprised if you could grow them outdoors. Maybe starting them off indoors until the last frost has gone.
